The meeting was called to order by Clair Branch at 10:15 in the Terramar Commons area. A quorum was established with 143 voting owners present and 40 proxies given to the board to vote.

Guest Report- Mr. Daughtery, our Association legal counsel, reported that the association on summary judgment won the case filed against the Association by Jim Rutherford. Mr. Rutherford has now appealed that case. We are waiting for the court of appeals to set an oral bearing date. Nothing is expected to happen for at least six to eight months.

Report from the Vice President- Doug Lord reported on an update of the dredging of the channel. He pointed out that the limit set by the association at a previous annual meeting for expenditure on the project was $55,000. The plan would be to dredge a sixty-foot wide channel four feet deep. At $3 a cubic yard it will take $48,000 to dredge the channel by the best bid in addition to $10,000 to mobilize the equipment. Further, the sludge must be appropriately deposited behind a levee on a designated site. The levee must be built at an additional cost of at least $10,000. We are currently on hold for a site location, waiting on the Corps to do a wetlands survey. Doug also proposed the Association have a computerized mapping survey before and after the dredging for an additional $3000 to ensure that the appropriate amount of silt is removed. Several homeowners brought up the point that it may be possible to have the state pay for dumping the silt across the road on the beach. A motion was passed to increase the approved dollars for the project up to $75,000.

Committee Reports-
Architectural Control Committee- It was pointed out to the Association members that any improvements to property must be submitted to the ACC prior to commencing the work. It is essential that the Association use this vehicle to uphold deed restrictions.

Pool Committee- Mr. Aubry will be changing over the gate lock on the pool. All pool and boat ramp locks will be distributed by Mr. Lloyd Pepper. The initial key is free and subsequent keys are $25 each. The pool was also in need of extensive repairs and the cost came to about $7800.

West Beach Home Owner's Association- Terramar sends a representative to the meetings of this newly formed organization. The group has formed a lobby to get a bill passed that would provide for federal matching funds for projects to prevent beach erosion. There are seven committees that will work on issues affecting the beach, the bay, utility service, and our relationship with the City of Galveston, etc. Mr. Aimone passed out pictures of a Texas A&M study from the Hines Center showing that FM3005 will be gone in 60 years at our end of the island if the present rate of erosion is allowed to continue. Bob Epstien made a motion that we look into having the federal government pay to have the bay sand moved over to the beach.

Bill Aimone also said that the West End Association is strongly recommending moving one's voter registration to Galveston so that the politicians view the West End and as an area to be taken seriously.

New Business-

Mr. Ken Erickson, owner of property in the center of Terramar (but not a part of the subdivision) has requested an easement for drainage through Terramar in an existing ditch. The easement is and has been used for a long time but since he wants to build on the property, the City of Galveston has requested that he submit something in writing. But, since Mr. Erickson was not present to speak his case the issue was tabled.

Section 1 representative- there is stilt no representative for section one. Mr. Branch made a plea for someone to represent this section. This is an important section because there are only two beach side sections.

New Directory- Ms Janet Parr has completed a much needed directory update and they are on sale for two dollars each.

Seaweed on the beach- the board had approved a letter to the Park Board asking them to stop using their heavy equipment to "rake" the beach. Several other subdivisions including Pirates Beach have done so as it appears to contribute to beach erosion. The Park Board has made a commitment to continue to use manpower to clean the beach and to remove heavy lumber that has washed ashore. It was recommended to the board that scraping the beach contributed to erosion. There was a motion that we continue to not rake the beach for the next year. The motion carried 97 to 27.

Nominating Committee- the committee report was given by Eleanor Busby. For President the committee
has nominated Dick Meisinger, Vice President Bill Aimone, Secretary JoAnn Hanson, Treasurer Sharon Geldmeier, Section 1 no candidate, Section 2 Pete Brennan, Section 5 John Pacinda, Section 7. Bob Bowe. Evelyn Depew, George Aubry, Janet Parr and Stan Krupa will continue to represent their sections.  A motion was made and carried to approve the slate of officers and directors.

Special Recognition- Mr. Branch told the association that the board sincerely expressed thanks to Mr. Tom Baird for all the time and effort he has committed to maintaining the entrance sign. He has spent hours keeping it painted. This particular type of concrete sign requires a lot of maintenance because it retains salt and water and weeps badly at the base.

Issues from the audience- one homeowner brought up the issue of our mined walkover and lost sand from section 1, another homeowner brought up the issue of holes in the road to the mailbox. Richard Meisinger will contact the city regarding the issue of the "stolen" sand. The new board will address the issue of the walkover. Golf carts must be registered at the courthouse. The cost is $73. Under-aged drivers are not allowed. There was a further complaint that the small ditches in section two have not been mowed. The new board will address these issues. Richard Meisinger urged all homeowners to attend these board meetings so that their issues and opinions wilt be heard.
