Board Meeting

November 12, 2005

 

The Board Meeting was held at the home of Kim Saxon, 22804 Lunes.

The meeting was officially opened at 9:45 am and a quorum was established.

 

TREASURER’S REPORT

John Ringrose gave the treasurer’s report. Currently there is $37,000 in the checking account which will adequately provide for the year, $95,000 in savings of which 60,000 is set aside for dredging expense.   Funds for the fence and emergency funds make up the rest.  Fees for maintenance and mowing were raised and Louis has that information.  Charlie Warren made a motion to approve the report and Sylvia Sullivan seconded, and the report was approved.

 

REVIEW OF STANDING COMMITTEES:

Doug – ACC met with Blue River and approved several house plans for building.  There is still a question of whether they are actually using the plans that were previously approved.   Two things we are doing – approve the plans and then fine them if they don’t follow the approved plans.

 

On a page in the Sand & Sea, there was a notice that money has been allocated that will be used for dredging.  Maybe from the WGIPOA stating that now is the time to request money.

 

Nothing new on Bay.

 

WGIPOA has posted their minutes on their website.  Wanda did not get a response after requesting information about anything specifically of interest to Terramar.  They will be meeting at the Jamaica Beach Fire Station.  The Quarterly City’s Managers meeting will be December 15 so if we want to bring up any issues, please let Wanda know.  Qanda requested an update on the request for a drainage study of Terramar and Brandon Wade assured that Terramar will have a drainage study this year.    Sand that was placed in 2002 and 2003 was lost due to Hurricane Rita.  Because we were one of the subdivisions that had applied for CEPRA funds, the city offers protection by FEMA.  We should be covered and reimbursed by FEMA for 75% of the cost to replace what was lost.  FEMA has been through this area and made a study of every subdivision.  Wanda did not know if we have to again come up with the 25% or if they will be paying 75% of what was already paid. 

 

Diane – Master Plan Committee – Diane, Wanda, Kim, and Laurie – First project is the fence.  Companies to do the job are being considered.  When we do get bids, we will keep a record of all discussions.  Because of the hurricane, costs are going up.  The allocation of funds for $25,000 to purchase a fence has been approved by the association. We should wait a short period - until January -  to see what happens with developers. Possibly by that time we will have an offer  from the developer for some compensation in exchange for the residents being included in Terramar. The Fairmont Hotel has a fence that is similar to the one being considered. Kim made a motion to get more bids on the project (industrial strength, 8 foot fence to include an additional 20 feet to enlarge the space around the pool. Valerie seconded the motion and it carried. Diane will get bids.

 

BUSINESS - OLD

 

Lloyd – regarding pending lawsuit – took insurance representative to the site where the alleged snake bit occurred.  Lloyd was subpoenaed as the contact person for the subdivision.  Nobody contacted Wanda.   Hearing scheduled for November 17 at 9:30.   Three issues:

 

Did we have knowledge of a snake bite hazard?

Did we cut our own budget?

Did we cut the grass in the area?

 

After a discussion, it was determined that the answer to the first two questions is no, and the last question yes.

 

NEW BUSINESS

 

Wanda asked if anyone would volunteer to work with the telephone company to get a door put on the building at the entrance to the bay side of Terramar.  She has been unsuccessful and continues to get the run around.  No one volunteered.

 

An aluminum portable shed was built in the neighborhood against deed restrictions.  BR bought two lots and this shed is on the third lot.  Bob will write them a letter asking them to remove it. 

 

Some problems are being experienced with the roofing on the pavilion.  May be a manufacturers defect in the shingles used on the roof.  Kim will check on this.

 

Kim Saxon said Sea Isle has an emergency response plan committee and we need to form a committee and implement a plan to address disaster preparedness for Terramar. 

 

Diane reported her golf cart was stolen and then a neighbor reported it found. 

 

Bill Aimone requested the association consider mowing the entrance to the beach side where the grass is high.  It is hard to mow because there is a planter that is filled with sand and now overgrown.  Somebody needs to be hired to clean the area because the city won’t do it.  Lloyd will get with Ron and handle it. 

 

Sand is built up on common area bulk head and needs to be mowed and leveled.  Rusted cables were cut. 

To get a truck load of sand is about $100.  May take a couple loads. 

 

During Bike week there was a trailer that appeared in the community and a letter will be sent stating that it is against deed restrictions. 

 

GLO to provide geo-tubes that will protect the frontage of the bay side.  Mr. Black tried to get in on that to mitigate some wetlands.  Lloyd will get some more information on it but they are trying.  How can they mitigate wetlands?  It is a failed mitigation so it is really not available.   Not available when it’s been bulk-headed.

 

Corp of Engineers has constructed a raised road with culverts.  During Rita there were still some water issues.  It is obvious that the area is a natural wetland. 

 

City of Galveston - code enforcement 797-3660 – will enforce the deed restrictions if association cannot resolve any issues.

Section 6 – Sylvia Sullivan - bulkheads, Bob, Mr. Richie – debris has washed up.  Send letter again to Mr. Black telling him to clean it up and then follow up with code enforcement.  Debris came off boat house.  Grass is getting high. 

Section 7 – Peggy Thompson - containers on order

Section 8 – Stan Krupa – nothing. 

 

Lock on marina disappeared – original lock being repaired.  Lloyd will take care of it.

 

Wanda asked for volunteers for Christmas lights and Diane and Bonny said they might be able to help.

 

Diane motioned to adjourn and Wanda seconded and the meeting was adjourned at 11:07am by the President.
